Sometimes if foreigners or people who were not familiar with the weights came along, if the trader was shonky he might replace the normal weights with lighter weights which means that he could get the same price but give out less gold.

This was against law of corse. So if the trader was caught using cheating weights there could be very serious consequences.
In more recent times, these old fashioned scales have been replaced by electronic ones, but scales are still used as a symbol of justice. The title of this talk is RULE —WEIGHED IN THE BALANCE , so what we are going to do throughout this talk is consider governments and see if they weigh up to the needs of kind.
At this point, outline asks us to consider various forms of governments that mankind has experimented with. So we are going to spend a few minutes have a brief lesson in politics. Doing this in order to get a better understanding of governments ourselves. (Now we can’t cover all of the variations of government because there are over 150, but we are going to discuss the main forms of government).
